The Registrar of Companies, one of 25 offices under the Ministry of Corporate Affairs across major states, administers company registration and compliance under the Companies Act. Its officer cadre — the Indian Corporate Law Service (ICLS) — is recruited by UPSC through the Civil Services Examination alongside IAS/IPS/IRS, while ministerial staff are recruited directly by MCA or via SSC.
