02How it recruits

The Department of Personnel & Training (DoPT), under the Ministry of Personnel, Public Grievances and Pensions, frames recruitment and service policy for central government civil servants and administers the Indian Administrative Service (IAS) cadre. DoPT itself is not a direct hiring body for fresh candidates; its recruitment-relevant public function is hosting and circulating deputation vacancy notices from ministries and departments across the government, on its dedicated doptcirculars.nic.in portal, so that eligible serving officers elsewhere in government can apply for these posts on transfer/deputation. These postings are irregular and open only to serving government employees, not open competitive recruitment.
