Let the volume of each of the two cups be $x$. Then, volume of milk in the first cup $=\frac{3}{5}x$. Volume of water in the first cup $=\frac{2}{5}x$. Volume of milk in the second cup $=\frac{4}{5}x$. Volume of water in the second cup $=\frac{x}{5}$. $$\therefore \quad \text{Ratio of water to milk in the jug}=\left(\frac{2}{5}x+\frac{x}{5}\right):\left(\frac{3}{5}x+\frac{4}{5}x\right)=\frac{3}{5}x:\frac{7}{5}x=3:7.$$
